REGULAR MEETING MAR. 5, 2007
TOWN OFFICE BUILDING 6:30 P. M.
First Selectman Eldredge called the meeting to order at 6:30 P.M. with the following in attendance: Selectmen Patton & Lewis, L. Nicholls, and residents. First Selectman Eldredge led the Pledge of Allegiance.
APPROVAL OF MINUTES

PUBLIC WORKS
Lynn commented Sunday night was the only night we were not out sanding, we are out already tonight. Friday’s storm was a flood disaster; it could have been avoided if we had stayed on the road projects. This was worse than the October storm it hit the whole town. We must keep up with the roadwork, the culverts were stopped up with ice, leaves, branches, edgings, everything. It didn’t help that people did not shovel their driveways and there are lots of potholes. I called everybody in and we worked on it all day Friday. I had to close Busse and Daleville for the weekend, I opened them today. First Selectman Eldredge asked where was the worse damage? Lynn commented Daleville, Tinkerville, Turnpike and St. Moritz. The plows did not cut back enough on St.
Moritz to open the catch basins. Selectman Lewis asked should we have another class for the plowers about cutting back? A lot of places were not cut back all over Town. Lynn commented the contractors sometimes cut back to far. Lynn commented I met with Karl to discuss the chemical shed at Public Works, the railings, the recycling shed for light bulbs and the compactor at the Transfer Station. Selectman Patton asked when are you going before PZC for the modified site plan? Lynn commented sometime this

month. First Selectman Eldredge asked how is GASB coming? Lynn commented she put in 64 hours last week plowing and sanding I haven’t had a chance to do anything on it. I did talk to Karl about it and told him that Donna is looking for the paper work. Karl is going to set up a spreadsheet, that Val has already started on, and start putting things together. First Selectman Eldredge commented there should be a point in time when we know how much more we have to do and plan on when we can get it done.
OLD BUSINESS
Selectman Patton asked what’s the deal with Ketches Road Bridge? First Selectman Eldredge commented we put the ad in the paper for engineering firms, they must respond by April 2nd. Selectman Patton asked could you put a time line together? First Selectman Eldredge replied yes. Further discussion on Ketches Road Bridge and what is needed to get started followed.
NEW BUSINESS
FIRST SELECTMAN ELDREDGE MOVED TO ADD TAX REFUNDS TO THE AGENDA.

GOOD & WELFARE
Bob Wiecenski asked what is the status on the water to Hall School shed?. First Selectman Eldredge commented the water is to the apartments and we are waiting for the Attorney General to sign off on the STEAP grant. When the money is available we start the design process, after we select someone to design the extension then there will be a construction contract issued. Bob asked is the fire hydrant on that road active? First Selectman Eldredge replied yes. Mike Makuch asked do you have the data on that hydrant? First Selectman Eldredge commented I don’t have any, I know they talked to Dick Palmer he may have some. Mike will check with Dick. Selectman Patton asked what’s the game plan? I know another $150,000 was requested for that project. At
what point do we go back and look at putting in wells? It was nice when we were putting water down there and it was $300,000 and we were getting a grant for $300,000 but now it is costing $450,000 and we are still getting a grant of $300,000. First Selectman Eldredge commented I think the construction is about $260,000 until we get a firm bid. The only reason we asked to put something in there was in case we needed it if there is ledge or something and the cost does go up from the estimated $120 a foot. Selectman Lewis asked did you do any test holes? First Selectman Eldredge commented that will be part of the engineering. Selectman Patton commented we were sold on this because it wasn’t going to cost the Town anything. I assume those estimates came in from the engineer. Mark Palmer commented no, it was a last minute decision. First Selectman Eldredge commented then it came down to $50,000. Selectman Patton commented
so there was no rhyme or reason, did the water company come back and say that might be a problem? Mark commented no it was because of a culvert Birmingham said we needed it. First Selectman Eldredge commented basically if the construction cost by itself went up so we put it in CIP so there was some money available. Birmingham said with the culvert their estimate would still be $120 a foot. Selectman Patton commented if we put a couple of wells in, even with a cost estimate of $210,000, and 60% of that will be reimbursed; we have to put in $70,000 above and beyond to get the water main down to the school, another $70,000 for the pipe into the school, which we get reimbursed by 60% so on a net cost you have about $140,000 of which 60% of that is reimbursable so that will cost $72,000 to drill 2 wells and piping vs. $100,000 or $150,000. commented we got $185,000 for work down at Hall School, to change the atmosphere tank and the pressure tanks and the system itself. Selectman Patton commented $210,000 was the total number. You have about $140,000 difference between what this project is supposed to cost right now if it comes in at $300,000. Then we have to spend $70,000 to bring it into the school, of which 60% is reimbursable, or we can spend $210,000 to drill two wells, of which 60% is reimbursable. Mark Palmer commented it may not satisfy the consent order. Selectman Patton asked why? Mark commented because they already agreed to the other. Selectman Patton commented you can put in wells. First Selectman Eldredge commented there were problems on the location of the wells when they looked at where you
could put the wells in. The $50,000 that’s in CIP hopefully will not be needed, when we were doing CIP we just put in a cushion if the actual construction cost went over. Bob Wiecenski asked did the $70,000 to bring it into the school include hook up? Selectman Patton replied yes. First Selectman Eldredge commented and removal of existing pipes. Selectman Patton commented I think the wells are a viable alternate if this thing is going to get out of control. First Selectman Eldredge commented hopefully it will not get out of control; hopefully it will come in right where we have it costed. The key to that is when you do your engineering, your test holes and stuff. Selectman Patton asked have you selected an engineer yet? First Selectman Eldredge commented we don’t have the money in place until the Attorney General signs off.
